The client was Aegis Correctional Services — a consortium which had been set up to facilitate the project management on behalf of the Victorian government. Going guarantor on a joint venture, St Hilliers Ararat, to build a Victorian prison brought St Hilliers Construction unstuck and led the St Hilliers Group into voluntary administration earlier this year.

Casey had met with them in Melbourne six days earlier and negotiations had been ongoing between the parties. Not only did this mean the joint venture had failed, it also meant that St Hilliers Construction, as guarantor, was trading as insolvent.
That evening, Casey announced appointment of Trent Hancock and Michael Hird from Moore Stephens accountants and advisers as liquidators of St Hilliers Ararat and voluntary administrators of St HIlliers Group — a company he had founded and spent the past 20 years building. In the months leading up to the administration Casey got advice from a number of sources on his personal responsibilities as the sole director. Because the property business was unaffected, many advisers recommended liquidating St Hilliers Construction and hanging on to St Hilliers Property.
When construction on the Ararat Prison project halted it cast a dark cloud over the town pictured. Instead, a decision was made to keep the group together. This meant selling assets from the property business as well as personal assets — including the family home. The administration does not affect St Hilliers Property, which is responsible for the group's funds management, property development and asset management.
The New South Wales Government announced just two months ago that St Hilliers Construction was the successful tender to take over failed public housing projects in Wollongong, the Shoalhaven and Coffs Harbour. Work on the New South Wales sites is almost complete, but workers have not been paid. St Hilliers says it will work with the administrator and stakeholders to continue all viable projects and restructure the construction business.
St Hilliers is also behind a government housing development in the southern Canberra suburb of Phillip. We acknowledge Aboriginal and Torres Strait Islander peoples as the First Australians and Traditional Custodians of the lands where we live, learn, and work.
